SAN DIEGO, CA — The San Diego Workforce Partnership announces the appointment of a new Workforce Development Board (WDB) chair, vice chair and secretary/treasurer. The new executive team is: 

  • Chair: Sammy Totah, Chief Operating Officer, Kaiser Permanente San Diego 
  • Vice Chair: Althea Salas, Vice President of Human Resources, San Diego Tourism Authority 
  • Secretary/Treasurer: Rick Vaccari, Vice President of Investor Relations and Pensions (retired), Sempra Energy 

“I am honored to be the incoming chair of the Workforce Development Board,” said Totah. “Meeting the workforce needs of San Diego companies and ensuring job seekers have access to meaningful employment are essential to a healthy, vibrant San Diego community.” 

The WDB provides oversight and funding direction to the Workforce Partnership, determining workforce strategy, objectives and priorities based upon regional needs and impact. Each officer may serve up to a two-year term. 

“I am pleased to be a part of such an innovative team dedicated to supporting and training job seekers to become self-sufficient and advance their careers,” said Salas. It’s wonderful to see the good work the Workforce Partnership is doing.” 

Board members represent all of San Diego County. As required by the Workforce Innovation Opportunity Act, the majority of WDB members are from the private sector. Remaining members represent education, the public sector, organized labor and community advocates for workforce development. 

“I am honored and pleased to play a role in this organization, which is making great progress in helping people in all aspects of employment issues, says Vaccari. 

Phil Blair, Manpower San Diego President, is ending his two-year term as chair, but continues on as a board member. 

Phil has been a tremendous board chair and advocate,” says Peter Callstrom, Workforce Partnership CEO. We are delighted that he will remain on our board and continue to help advance our mission.
