Subject: Operations Manual Update: Chapter 2. Contract Administration

Purpose:

This operations issuance is to notify Workforce Partnership (Workforce Partnership) subrecipients and staff of changes to the Operations Manual: Chapter 2. Updates to the chapter and attachments were made to align with recent updates to state and local policies.

SUMMARY OF UPDATES

Below is a summary of updates:

Chapter 2

Chapter 2. Contract Administration has been replaced in its entirety.  Please review and familiarize yourself with its content.  The processes have been streamlined and simplified.

Attachments

The following attachments were removed:

  • Contract General Provisions (Removed and incorporated into Contract Template)
  • Contract Recitals and Agreement (Removed and replaced with Contract Template)

The following attachments were updated:

  • Statement of Qualifications (SOQ)
    • Updated to streamline processes

The following attachments were added:

  • Statement of Qualifications Renewal (SOQ Renewal)
  • Contract Renewal Summary Sheet
  • Subrecipient Information Change Form – Type 2

Action:

Effective June 19, 2023, all WIOA Title I providers are required to follow the updated policies and procedures in the chapter indicated above for all new enrollments. Subrecipients and staff are required to review the entire Chapter and Attachments.
