Subject: Operations Manual Update: Chapter 4. Part 1: WIOA Adult and Dislocated Worker Program Activities Attachment Updates

Purpose:

This operations issuance is to notify Workforce Partnership (SDWP) subrecipients of changes to the Operations Manual: Chapter 4. Part 1: WIOA Adult and Dislocated Worker Program Activities.

Background:

Updates to the chapter were made to align with the implementation of the Supportive Service Logs in Workforce e-File. All participant file documentation must be kept electronically through a combination of CalJOBS and Workforce eFile.

Summary of Updates:

Below is a summary of updates. Subrecipients should review the references chapter and the attachments for detail.

Chapter Updates

  • Reorder of Section I for continuity
  • Add Section I-E: Workforce eFile
  • Update Section I-F: Participant File Documentation

Attachment Updates

  • Supportive Services Policy and Procedures
    • Effective January 4, 2021 Participant supportive services will be managed electronically through Workforce eFile and CalJOBS. To provide supportive services, subrecipients must complete the supportive service log and upload required documents through the Workforce eFile system (Process has been updated).
  • Supportive services distributed between July 1, 2020 and December 31, 2020 will be documented in CalJOBS and the subrecipient will need to manual track the limits and ensure the totals do not exceed the allowable amount. This is only applicable for PY20-21
    • The supportive service caps for have been updated for Tier I and Tier II.
    • Supportive services for participants in non-WIOA funded training has been removed. Participants in non-WIOA funded training that were approved for supportive services prior to the effective date of this issuance can continue to receive supportive services at the $1,000 cap. 
    • Approved list of supportive services has been updated to align with 20 CFR 600.900.
      • Policy and process for food purchases for participants has been added under “other.”
  • OJT Policy and Procedures
    • Exhibit – OJT Agreement has been updated to add an SOC required field.

Action:

Effective January 4, 2021 all Subrecipients are required to follow the guidelines outlined in the updated Chapter and attachments. This issuance replaces and supersedes the chapter and attachments.
