Program Overview

The purpose of the Eligible Training Provider List (ETPL) is to provide customer-focused employment training for eligible adults and dislocated workers through Individual Training Accounts (ITAs) and Apprenticeship Training Accounts (ATAs). All training providers included on San Diego’s ETPL are eligible to receive funding through Workforce Innovation and Opportunity Act (WIOA) funds.

More programs will be added as information becomes available. Information listed on the San Diego ETPL list must match the information on the CalJOBS site in order to remain active. If you are a job seeker looking to enroll in a training on this list, please contact your career agent/case manager for assistance.

The San Diego ETPL used by the ITA/ATA programs is just one training mechanism available under WIOA. For more information on employer-focused training programs such as Customized Training, On-the-Job Training or Expanded Subsidized Employment, please contact our business services team.

Applying to the San Diego ETPL

To apply for inclusion in the San Diego ETPL, please complete the following:

  2. If your institution is able to meet the requirements outlined in the policies above, submit your San Diego ETPL application package to etpl@workforce.org.  Package must include all of the following:
  3. Please allow up to 30 business days for application processing
  4. Once your application has been approved, add your organization/institution to the CalJOBS site and begin adding New Programs/Courses to the San Diego ETPL.

Apprenticeships (ATAs)

Apprenticeship programs that have been approved through the Division of Apprenticeship Standards (DAS) are automatically eligible for the State of California ETPL (CA ETPL).

To register for the San Diego ETPL, please complete the following:

  2. Fill out a CA ETPL Application and send to ETPL@dir.ca.gov or mail to the Division of Apprenticeship Standards at P.O. Box 420603, San Francisco, CA 94142.
    • We are not responsible for managing the CA ETPL list. Once approved and the information is verified and added to CalJOBS by our state partners (DAS/DIR and EDD), follow the steps below to register for the San Diego ETPL.
  3. Submit your San Diego ETPL application package to etpl@workforce.org.  Package must include all of the following:

Adding New Programs/Courses to the San Diego ETPL

  1. Confirm the program trains in occupation(s) that are considered “in-demand” in the San Diego region:
  2. Add the program information into CalJOBS in order to make the program/course active & available for WIOA participants at your institution.
    • Exception: DAS Registered Apprenticeships. Program information is entered and managed by the CA ETPL/EDD
  3. Download the Request for New Program form for each new program/course proposed for inclusion on the San Diego ETPL. (Revised May 2019)
    • Note: You must download and save the form prior to filling it out in order to submit it.
  4. Save the file as “Request for New Program — (Org Name — Program Name)”.
  5. Click the submit button and send the completed form to etpl@workforce.org.
    • ETPL coordinator will review the form and information on CalJOBS and approve/reject the request within 10 business days.

Updating Active Programs/Courses on the ETPL List

Note: We will only accept program updates during the annual review period (March 1–April 15) as part of Continued Eligibility. Changes will be effective May 1 of each year. More information will be available during that time.

The training provider must ensure the program/course information is current on both CalJOBS and the San Diego ETPL list (above). Information that is incorrect or inconsistent may result in programs being removed from the approved San Diego ETPL list. The Workforce Partnership is not responsible for updating the training provider or program/course information on the CalJOBS site.


Ongoing CA ETPL Compliance (Continued Eligibility)

All approved providers on the San Diego ETPL are subject to annual review by the Workforce Partnership to verify compliance with both EDD and local board requirements. Training providers found to be non-compliant may be removed by the Workforce Partnership at any time.

We also reserve the right to remove providers based on program needs, budget limitations, quality, qualifications or convenience; this includes removing a training provider or an individual program

Annual Review Period for Continued Eligibility (Currently Closed)

  • Continued Eligibility Documentation was due April 15. Documentation is still being reviewed and you will receive a summary report by May 30.
  • All active programs on CalJOBS have been reviewed for all Training Providers who are approved for Continued Eligibility.
  • Program costs and occupation codes (CIP/SOC) can no longer be updated and are approved through April 30, 2020.
  • Some Training Providers may still continue to be monitored for EO Compliance, per WIOA policy.
  • New Program Requests can continue to be submitted anytime throughout the year.
