Eligible Training Provider List (ETPL)
Program Overview
The purpose of the Eligible Training Provider List (ETPL) is to provide customer-focused employment training for eligible adults and dislocated workers through Individual Training Accounts (ITAs) and Apprenticeship Training Accounts (ATAs). All training providers included on San Diego’s ETPL are eligible to receive funding through Workforce Innovation and Opportunity Act (WIOA) funds.
More programs will be added as information becomes available. Information listed on the San Diego ETPL list must match the information on the CalJOBS site in order to remain active. If you are a job seeker looking to enroll in a training on this list, please contact your career agent/case manager for assistance.
The San Diego ETPL used by the ITA/ATA programs is just one training mechanism available under WIOA. For more information on employer-focused training programs such as Customized Training, On-the-Job Training or Expanded Subsidized Employment, please contact our business services team.
Applying to the San Diego ETPL
To apply for inclusion in the San Diego ETPL, please complete the following:
- Review the following San Diego ETPL eligibility policies:
- Chapter 9. Nondiscrimination & Equal Opportunity Policy and Complaint Procedures (Revised April 2019)
- Chapter 4. Part 1: Attachment — ETPL, ITA & ATA Policy and Procedures (Effective February 3, 2020)
- Confirm your institution offers programs in occupations that are considered “in-demand” in the San Diego region:
- Exhibit — List of in-demand/higher in-demand jobs (Revised May 2019)
- If your institution is able to meet the requirements outlined in the policies above, submit your San Diego ETPL application package to etpl@workforce.org. Package must include all of the following:
- Signed ETPL Application & Acknowledgment Form
- Copy of your current accreditation status
- A Department of Education approved accrediting body
- Copy of BPPE approval, if applicable
- Current W-9
- Copy of refund policy, or intent to adopt the Workforce Partnership refund policy
- Signature Authorization for Training Agreements
- Please allow up to 30 business days for application processing
- Once your application has been approved, add your organization/institution to the CalJOBS site and begin adding New Programs/Courses to the San Diego ETPL.

Apprenticeships (ATAs)
Apprenticeship programs that have been approved through the Division of Apprenticeship Standards (DAS) are automatically eligible for the State of California ETPL (CA ETPL).
To register for the San Diego ETPL, please complete the following:
- Review the following San Diego ETPL eligibility policies:
- Chapter 9. Nondiscrimination & Equal Opportunity Policy and Complaint Procedures (Revised April 2019)
- Chapter 4. Part 1: Attachment — ETPL, ITA & ATA Policy and Procedures (Effective February 3, 2020)
- Fill out a CA ETPL Application and send to ETPL@dir.ca.gov or mail to the Division of Apprenticeship Standards at P.O. Box 420603, San Francisco, CA 94142.
- We are not responsible for managing the CA ETPL list. Once approved and the information is verified and added to CalJOBS by our state partners (DAS/DIR and EDD), follow the steps below to register for the San Diego ETPL.
- Submit your San Diego ETPL application package to etpl@workforce.org. Package must include all of the following:
- Signed ETPL Application & Acknowledgment Form
- Current W-9
- Copy of refund policy, or intent to adopt the Workforce Partnership refund policy
- List of employer partners in San Diego County and starting wages for each (OJT information)
- Signature Authorization for Training Agreements
- EO WIOA Section 188 Compliance Checklist
- Programs will automatically be added to the San Diego ETPL from the CA ETPL upon upon receipt of the above application package.
- Please allow up to 30 business days for application processing

Adding New Programs/Courses to the San Diego ETPL
- Confirm the program trains in occupation(s) that are considered “in-demand” in the San Diego region:
- Exhibit — List of in-demand/higher in-demand jobs (Revised May 2019)
- Exception: DAS Registered Apprenticeships
- Add the program information into CalJOBS in order to make the program/course active & available for WIOA participants at your institution.
- Exception: DAS Registered Apprenticeships. Program information is entered and managed by the CA ETPL/EDD
- Download the Request for New Program form for each new program/course proposed for inclusion on the San Diego ETPL. (Revised May 2019)
- Note: You must download and save the form prior to filling it out in order to submit it.
- Save the file as “Request for New Program — (Org Name — Program Name)”.
- Click the submit button and send the completed form to etpl@workforce.org.
- ETPL coordinator will review the form and information on CalJOBS and approve/reject the request within 30 calendar days.
- Some programs may require additional review.

Ongoing CA ETPL Compliance (Continued Eligibility)
All approved providers on the San Diego ETPL are subject to annual review by the Workforce Partnership to verify compliance with both EDD and local board requirements. Training providers found to be non-compliant may be removed by the Workforce Partnership at any time.
We also reserve the right to remove providers based on program needs, budget limitations, quality, qualifications or convenience; this includes removing a training provider or an individual program
Annual Review Period for Continued Eligibility
- Performance Submission is due by March 30th
- Continued Eligibility Documentation is due by April 30th.
- Program Review is due by June 15th
Updating Active Programs/Courses on the ETPL List
Note: We will only accept program updates during the annual review period (April 1–June 15) as part of Continued Eligibility. Changes will be effective July 15th of each year. More information will be provided to current Training Providers at that time.
The training provider must ensure the program/course information is current on both CalJOBS and the San Diego ETPL list (above) throughout the entire program term. Information that is incorrect or inconsistent may result in programs being removed from the approved San Diego ETPL. The Workforce Partnership is not responsible for updating the training provider or program/course information on the CalJOBS site.
