Subject: Operations Manual Update: Chapter 4. Part 1 & Attachments

Purpose:

This operations issuance is to notify Workforce Partnership (SDWP) staff of changes to the Operations Manual: Chapter 4, Part 1: WIOA Title I Adult Program Activities. Updates to the chapter and attachments were made to align with the Workforce Partnership providing direct career center services.

SUMMARY OF UPDATES

Below is a summary of updates. Staff should review the referenced chapter and the attachments for details.

Chapter Updates

  • Most sections were updated to reflect changes, additions and updates from the transition of bringing services inhouse.
  • Additional sections were updated for clarity
  • Links to EDD directives and DOL TEGLS were updated
  • Training services – definitions were removed and can now be found in Chapter 4. Part 3: WIOA Title I Training Services
  • Verification of right to work – verification process was updates

Chapter Additions

  • Section II, F., 1. VosGreeter – usage requirement was updated and added ZenDesk requirement.
  • Section III-C –Program Tracks (Adult and DW)
  • Section IV, C. – Supportive Services policy and procedures was added.

Attachment Updates

The following attachments were added:

  • Program Tracks (Adult and DW)

The following attachments were removed:

  • CT & CET Policies and Procedures (Moved to Chapter 4. Part 3: WIOA Title I Training Services)
  • Training Agreement (Moved to Chapter 4. Part 3: WIOA Title I Training Services)
  • Approval of Deliverables Invoice (Moved to Chapter 4. Part 3: WIOA Title I Training Services)
  • ETPL, ITA & ATA Policies and Procedures (Moved to Chapter 4. Part 3: WIOA Title I Training Services)
    • Policy was separated into two policies ETPL Policy and Procedures and ITA/ATA Policies and Procedures
  • ETPL In-Demand Occupation List (Moved to Chapter 4. Part 3: WIOA Title I Training Services)
  • ETPL Performance (Moved to Chapter 4. Part 3: WIOA Title I Training Services)
  • On-the-Job Training (OJT) Policy and Procedures (Moved to Chapter 4. Part 3: WIOA Title I Training Services)
    • On-the-Job Training (OJT) Agreement (Moved to Chapter 4. Part 3: WIOA Title I Training Services)
    • On-the-Job Training (OJT) Invoice (Moved to Chapter 4. Part 3: WIOA Title I Training Services)
  • Clarification of Hours Form
  • Hours of Verification Form (Moved to Chapter 4. Part 3: WIOA Title I Training Services)
  • Progress Report Form (Moved to Chapter 4. Part 3: WIOA Title I Training Services)
    • Renamed Participant Evaluation & Progress Report
  • Supportive Services Policy and Procedures (moved to chapter, Section IV., C.)

Action:

Effective July 1, 2022, all staff are required to follow the updated policies and procedures in the chapter indicated above. Staff are required to review the entire Chapter and Attachments.
