General Contractor for SDWP’s New South County Career Center

333 H Street, Chula Vista, CA

  1. Introduction

    The San Diego Workforce Partnership (SDWP) is seeking bids from qualified general contractors to manage and execute the construction of its new South County Career Center located at 333 H Street, Chula Vista, CA. This facility, owned by Scripps Health, will serve as a career development hub for workforce services in the South County region. SDWP is an organization that focuses on workforce development services including job training, career exploration, and job placement. This new facility will enhance our capacity to deliver these critical services to job seekers and employers in San Diego’s South County.

  2. Project Overview

    The project involves the renovation and construction of a new career center that will feature administrative offices, training rooms, and community areas designed to support a range of workforce development activities. The new South County Career Center will provide services such as career exploration, work readiness training, occupational training, job placement, and more. The general contractor will be responsible for all aspects of construction, including but not limited to the following:

    • Demolition and site preparation
    • Structural and architectural modifications
    • Installation of HVAC, electrical, and plumbing systems
    • Interior design and finishes
    • Exterior upgrades and landscaping
    • Coordination of subcontractors and materials
    • Adherence to all relevant codes and safety regulations

  3. Scope of Work

    The selected general contractor will be required to perform the following tasks:

    1. Pre-Construction Planning
      • Collaborate with SDWP, Scripps Health, EDD, and other partners to finalize the construction plans, budget, and schedule.
      • Provide value engineering recommendations to optimize the project within budget.
      • Secure all necessary permits and approvals before construction begins.
    2. Construction and Renovation
      • Execute the work as per the final construction documents and specifications.
      • Manage all aspects of the construction process, including subcontractor coordination, scheduling, and procurement of materials.
      • Ensure all work is completed on time and within budget while maintaining high standards of quality.
    3. Post-Construction
      • Complete all final inspections and obtain necessary occupancy certifications.
      • Provide a comprehensive warranty on all work performed.
      • Deliver as-built documentation and operational manuals for the facility.

  4. Bid Requirements

    To be considered for the role of general contractor, bidders must submit the following:

    1. Company Overview
      • A brief description of your company, including history, organizational structure, and relevant experience in managing similar projects, along with your valid business license.
    2. Project Team
      • A list of key project personnel, their qualifications, and experience in managing similar projects.
    3. Project Approach
      • A description of how you will manage the project, including project scheduling, quality control, and cost management strategies.
    4. Past Performance
      • A list of at least three relevant projects completed within the past five years, including project scope, budget, and outcomes.
    5. Proposed Budget and Timeline
      • A cost estimate for the project, broken down by major categories (labor, materials, permits, etc.).
      • A proposed timeline for completion, including key milestones.
    6. References
      • At least three references from clients for whom similar projects were completed, with contact details.

  5. Submission Deadline

    Bids must be received by SDWP no later than 5pm on January 17th, 2025. All bids should be submitted in PDF format to the following email address: procurement@workforce.org with the subject line “IFB for General Contractor – South County Career Center.”

  6. Questions and Clarifications

    All questions regarding this IFB must be submitted by email to procurement@workforce.org no later than January 15th. All questions will be answered in writing and shared with all interested parties.

  7. Evaluation Criteria

    Bids will be evaluated based on the following criteria:

    • Experience and qualifications of the general contractor
    • Proposed approach and project management methodology
    • Past performance on similar projects
    • Cost competitiveness and value for money
    • Timeline for completion and ability to meet project milestones

  8. Project Timeline

    • IFB Issued: 1/9/2025
    • Bid Submission Deadline: 1/17/25
    • Interviews/Shortlisting: 1/24/25
    • Winning Bid Selected: 1/27/25
    • Project Completion Date: 4/30/2025
