
About the EMS-Fire Pilot Pathways Initiative
The EMS-FIRE Pilot Pathways Initiative RFP, issued by the San Diego Workforce Partnership (SDWP), is designed to address structural challenges in the EMS and Fire training pipeline, including high turnover rates, underrepresentation of certain populations, and barriers to training and employment.
Funded by the California Workforce Development Board under the Priority Sector Programming in Healthcare & Public Administration grant, the initiative aims to strengthen the public safety workforce through strategic investments in training providers, wraparound services, and employer partnerships.
The program seeks to enroll 250 participants, train 200, and place at least 150 into EMS and Fire careers. Provider applicants were invited to propose either training or research programs that support inclusive recruitment, mentorship, and career advancement for underrepresented communities.

Work Readiness Training
Training on basic skills like teamwork and working under deadlines needed to get—and keep—a job
Supportive Services
Resources like transportation, childcare, or work supplies to help you complete the program
