Subject: WIOA Youth Transition Plan

Purpose:

This information issuance is to notify Workforce Partnership (SDWP) WIOA Youth Providers of the transition plan for the current procurement cycle, ending June 30, 2021 (PY21). 

Background: 

On February 18, 2021, the Workforce Development Board approved the results of the Request for Proposals (RFP) to procure WIOA Youth Services for both Population Specific programs, as well as Career Center Services. Part of the procurement was to fund the Career Center service provider to provide follow-up services for all youth at organizations whose contracts will end on June 30th. This transition plan ensures that youth will have access to a continuum of services and will prevent additional barriers and interruptions to their services. This procurement cycle will begin on June 1, 2021 (PY22) for Career Center Services and July 1, 2021 (PY22) for Population Specific programs. 

Transition Plan Requirements: 

All current Youth Service Providers (YSPs) should continue to provide services as outlined in their contract and in the Operations Manual through June 30, 2021except for new enrollments after March 31, 2021. YSPs should make every effort to outreach and recruit youth for enrollment in March in their program. 

Beginning April 1st, YSPs should follow the plan outlined below for both referrals and case management transition:

*If you have a youth participant on your caseload that would need more intensive case management services from the population specific contracts (Homeless, Justice Involved, Foster, ELL, Immigrant or Refugee, or Black Opportunity), please communicate with your program specialist prior to reaching out to the participant and communicating the transition plan above. 

SDWP recommends that youth who have completed their goals outlined on their ISS, and have successfully completed planned service activities, be exited by May 31st. Youth who have planned service activities beyond May 31st should remain active. It is important to document all services with the participant in the attached case notes and on the ISS in CalJOBS. 

The following PY22 YSPs will retain the youth on their caseload who are active and in follow up and must continue enrolling new youth in Quarter 4 of PY21.

Access will begin assisting with the transition of follow up youth beginning June 1, 2021. Referrals of new youth can be made anytime. 

Action:

  • Current YSPs should make new referrals to the Career Center provider indicated above beginning April 1, 2021. Organizations whose contract ends on June 30, 2021 should not have any new enrollments during the 4th quarter. 
  • Current YSPs should begin contacting their active and follow-up youth who will still be enrolled on July 1st to communicate the transition plan specifically for them during the months of April and May 2021. This alone does not count as a service provided. 
    • During the month of March, SDWP will provide communication materials to assist with the communication of the transition plan. 
    • On the date of contact, the YSP must enter a standalone case note (Titled: “Transition Plan Notification”) on CalJOBS indicating the date and method of contact and the information provided to the youth participant. 
    • YSP must complete required follow-up services for youth in follow-up during the months of April-June 2021. 
  • Between June 1st and June 30th, the current Youth Providers should coordinate a seamless handoff with the Career Center (or other provider listed above). 
    • Additional details on required data entry in CalJOBS to officially transfer participants will be available to current Youth Providers at a later date. 
  • Between April 1st and June 30th, the current Youth Providers should conduct their own internal monitoring review of all participant files prior to transferring to the appropriate provider.  The review should include participants who are active, closed, or exited from the program. 
  • On July 1st, all participant caseloads in Workforce eFile will be transferred to the appropriate provider to continue services. 

Please note: SDWP will publish a new policy and procedure to align with the program design and requirements of the RFP prior to the start of PY22. All active and new youth who will be enrolled on July 1st will need to transition to the new program design services.
