Subject: Operations Manual Update: Chapter 4. Part 1, Attachment - ETPL, ITA & ATA Policies and Procedures (Third Party Vendors)

Purpose:

This operations issuance is to notify Workforce Partnership (SDWP) subrecipients and ETPL Training Providers of changes to the Operations Manual: Chapter 4, Part 1 Attachment: ETPL, ITA & ATA Policies and Procedures regarding third-party agreements and subcontracts.

Background:

Per WSD 15-07, Attachment 1, page 11: 

All California Community College, CSU and UC programs in priority industry sectors will be added to the ETPL by the Local Boards upon request by the college. These programs must be offered by the WASC recognized training provider and not subcontracted out by the training provider to a third-party vendor to be considered eligible. 

Action:

Effective November 4, 2019, all training providers are required to notify the Workforce Partnership of any programs offered by third-party vendors on the ETPL per current policy. 

This new requirement is in effect as of the above issuance date.
