Subject: Operations Manual - Chapter 7. Part 1: WIOA Adult and Dislocated Worker Eligibility & Attachments

Purpose:

The purpose of this issuance is to notify SDWP Subrecipients of revisions and/or additions to the following policies: Chapter 7. Part 1: WIOA Adult and Dislocated Worker Eligibility and Attachments.

Significant changes have been made to the above chapter and attachments including but not limited to:

  • Refresh of the chapter and attachment formatting
  • Policy Updates/Clarifications:
    • Collection of Medical Information and Documentation
      • If using “clients with a disability” or another medical barrier, both must be selected on the ECRF and CalJOBS. The ECRF will then be kept in a separate file with an appropriate case note.
    • Policy update to re-enrollment
      • For applicants who have previously been enrolled in a WIA or WIOA program as documented in CalJOBS, the provider must submit Attachment – Request for Re-Enrollment Form and get approval from the contract administrator
    • Co-Enrollment and Dual-Enrollment Definitions and references to Chapter 4, Part 1.
    • Record retention policy has been updated to a 4 years.
    • Adult priority of service categories and criteria were updated
    • Dislocated Worker categories were updated
  • The following attachments were updated/added:
    • Request for Re-enrollment form (added)
    • Universal Participant and Agreement Form (UPAF)
    • Methods for Calculating Income
      • 2018 LLSIL
    • Adult Eligibility Certification Review Form (ECRF)
    • Table of Documentation to Establish WIOA Adult and Dislocated Worker Program Eligibility

Action:

Effective December 6, 2018 all WIOA Subrecipients are required to follow the guidelines outlined in the Chapter and attachments. If you have any questions regarding this issuance, please contact your Contract Administrator at (619) 228-2900.
