A new hub for tools, resources and learnings around new and innovative outcomes-based funding models called the Outcomes Center is now available. It is maintained by the San Diego Workforce Partnership and Jain Family Institute and supported by Lumina Foundation.
Beginning with income share agreements (ISA)—an alternative approach to paying for higher education and training in which students can attend an educational program, then pay for that program over a set amount of time based on their income once employed—the online hub includes in-depth exploratory and implementation tools for workforce development to stand up quality ISA programs that put people first.
ISA models are a transformational tool for workforce development which, when applied in a customer-centric way, can remove barriers to education, provide immersive support and set individuals on a path to durable self-sufficiency by equipping participants with market-responsive credentials, work experience and strong networks.
To drive systems, the Outcomes Center was created to ensure that more individuals who need credentials can afford them and that the credentials they receive are standardized, portable and transferable.
The growing library is an expansive representation of findings from multiple sources, including a learning community of forward-thinking workforce boards, modeling tool, feasibility studies and experiments, and vast lessons, templates and promising practices learned during the formation and first year of the Workforce Partnership’s ISA Fund.
