Program Overview

The purpose of the Eligible Training Provider List (ETPL) is to provide customer-focused employment training for eligible adults and dislocated workers through Individual Training Accounts (ITAs). All training providers included on San Diego’s ETPL are eligible to receive funding through Workforce Innovation and Opportunity Act (WIOA) funds.

More programs will be added as information becomes available. Information listed on the ETPL list must match the information on the CalJOBS site in order to remain active. If you are a job seeker looking to enroll in a training on this list, please contact your career agent/case manager for assistance.

The ETPL used by the ITA program is just one training mechanism available under WIOA. For more information on employer-focused training programs such as Customized Training, On-the-Job Training or Expanded Subsidized Employment, please visit our Business Services Wage and Training Reimbursement Program site.

Note: When opening the ETPL list, it will automatically be downloaded as an Excel file.

Training Provider Resources

Annual Review Period (Open March 1st through April 15th)

  • Week of March 11th – The draft ID/HID jobs list will be sent to current training providers. Program Update Requests can be made now until April 15th.
  • Weeks of March 18th and March 25 – Notification of program removals based on ID/HID jobs list update.
  • Weeks of April 1st and 8th – Program Monitoring, EO Monitoring and Subsequent Program Eligibility. Some training providers will have scheduled site visits.
  • Changes made during the annual review period will go into effect on May 1st. The old ETPL will be posted until then.
  • New Program Requests can continue to be submitted anytime

Applying to the San Diego ETPL

To apply for inclusion in the ETPL, please complete the following:

  1. Review the below documents
  2. If your organization is able to meet the requirements outlined above, submit your ETPL application package to inquiries@workforce.org.  Package must include all of the following:
  3. Please allow up to 30 business days for application processing
  4. Once your application has been approved, add your organization/institution to the CalJOBS site and begin adding New Programs/Courses to our ETPL.

Adding New Programs/Courses to the San Diego ETPL

1. Download the Request for New Program form for each new program/course proposed for inclusion on ETPL. (Revised February 2019)

2. Add the program information into CalJOBS in order to make the program/course active.

3. Save the file as “Request for New Program — (Org Name — Program Name)”. Note: You must download and save the form prior to filling it out in order to submit it. 

4. Click the submit button and send the completed form to inquiries@workforce.org.

5. ETPL coordinator will review the form and information on CalJOBS and approve/reject the request within 10 business days.

Updating Active Programs/Courses on the ETPL List

Note: We will only accept program updates during the annual review period (March 1st-April 15th). Changes will be effective May 1 of each year.

1. Download the Request for Program Update form for each program/course needing changes on ETPL.

2. Update the information in CalJOBS

3. Save the file as “Request for Program Update — (Org Name — Program Name) “. Note: You must download and save the form prior to filling it out in order to submit it.

4. Click the submit button and send the completed form to inquiries@workforce.org.

5. ETPL coordinator will review the form and information in CalJOBS and approve/reject the request within 10 business days.

Note: The training provider must ensure the program/course information is current on both CalJOBS and the ETPL list (above). Information that is incorrect or inconsistent may result in programs being removed from the approved ETPL list. The Workforce Partnership is not responsible for updating the training provider or program/course information on the CalJOBS site.


Ongoing ETPL compliance (Subsequent Eligibility)

  • All approved providers on the ETPL are subject to annual review by the Workforce Partnership to verify compliance with both EDD and local board requirements. Training providers found to be non-compliant may be removed by the Workforce Partnership at any time.
  • We also reserve the right to remove providers based on program needs, budget limitations, quality, qualifications or convenience; this includes removing a training provider or an individual program

Adding Free Courses to the San Diego’s Free Course Listing 

1. Submit list of new programs/courses as well as corresponding O*NET code(s) to inquiries@workforce.org.

2. ETPL coordinator will review and provide template for entering free courses into free course listing.

Apprenticeships

Apprenticeship programs that have been approved through the Division of Apprenticeship Standards (DAS) are automatically eligible for the State of California ETPL and not subject to the same requirements as those training providers supporting ITAs.

If your program has been approved by the DAS, please fill out an ETPL Application and send to ETPL@dir.ca.gov or mail to the Division of Apprenticeship Standards at P.O. Box 420603, San Francisco, CA 94142.
